rate the avatar and signature above you

as with my others they are from the old forum. I wonder If i could post a link to give it a kickstart.
The title is pretty self explanatory. You rate out of 10 and then you tell why you rated it that. There's a different rating for the persons avatar and signature. Avatar on the top, signature on the bottom.

EX.

Avatar = 8/10: bla bla bla

Signature = 5/10: bla bla bla
